I have found what RD stands for, rating deviation, it is a measure of how accurate ones grade is estimated, a low RD indicates high accuracy and high RD indicates lower accuracy. A low RD is achieved when a player has played many times recently, so there is a lot of data to base the grading on. A high RD occurs when a player hasn't played many games, less data to base the estimate on. If a player stops playing for a period of time the RD will increase because the data it is based on isn't current and therefore not as reliable as current data would be. The RD isn't a measure of a players strength it is a measure of the accuracy of there grade. Strong players can have a low RD and weak players can have a high RD. I have answered my own question, no further replies required. Thanks
